An Introduction to Project Based Management

Public housing authorities are working toward successfully converting to project-based accounting and management.

Currently, the entire portfolio of public housing in America consists of 7,806 AMP numbers. What does this mean?

There are 3,159 public housing authorities (PHAs). These PHAs manage 14,574 developments (projects), containing 269,454 buildings groups, totaling 1,263,719 units. Many housing authorities plan to demolish public housing and rebuild affordable housing under the low income housing tax credit (LIHTC) program. Already 485 PHAs have HUD approval to demolish 24,842 additional buildings.

This area is intended to help you understand some of the recent changes within the public housing industry. It was designed to familiarize you with terminology and provide you with a basic understanding of the new Project Based Management plans for the public housing program. From the information provided, it is hoped that you will gain a better understanding of the industry we serve.

It is HAI Group’s understanding that Project Based Management will dramatically change the way PHAs operate. PHAs will become asset managers and HUD will flatten its organization and become asset monitors. Funding from HUD will be allocated for specific locations, with little funding available for centralized administrative support.
