Responding to a Real Need

As a result of steady federal "disinvestment" in public housing in 2004, the HAI Group Board of Directors decided to try improving the political and economic environment of its PHA policyholders and the industry as a whole.

Early in 2005, HAI Group approached the three major public housing interest groups - PHADA, CLPHA, and NAHRO - to see how it could be of assistance. Our advice focused on raising the level of appropriations provided for the Operating and Capital Funds. Since then, HAI Group has acted independently to support efforts by PHA industry groups.

Its early efforts have focused on drawing attention to PHA funding needs and assisting industry groups in their efforts to achieve a more workable implementation of asset management and a simplification in the regulations facing PHAs. Working with CLPHA and PHADA, HAI Group funded an economic impact study designed to help make clearer the positive economic benefits PHAs bring to their communities. This has been used effectively on Capitol Hill.
