Summit
Paper released The housing industry stakeholders who gathered for a
pair of housing summits this summer released their final paper on
The Future of Public Housing on October 31. The paper was signed by
37 industry groups and individuals, including CLPHA, NAHRO, and
PHADA.
The paper and the list of signers has been sent to the Presidential
Transition Teams. Now the real work begins.
Responding to a real need
As a result of the steady federal "disinvestment" in public housing in 2004, the
Housing Authority Insurance Group Board of Directors decided to
help improve the political and economic environment of its PHA policyholders and the industry as a whole.
Early in 2005, HAI approached the three major public housing interest groups - PHADA, CLPHA, and NAHRO
- to see how it could be of assistance. Our advice was to
focus on the need to raise the level of appropriations provided for the
Operating and Capital Funds. Since then, HAI has acted independently to support
of the efforts of PHA industry groups.
Its early efforts have not only focused on drawing attention to PHA funding
needs, but also to assist the industry groups in their efforts to achieve a more
workable implementation of asset management and simplification in the
regulations PHAs must live with. Working with CLPHA and PHADA, HAI funded an
economic impact study designed to help make clearer the positive economic
benefits that PHAs bring to the communities where they reside. This has been
used effectively on Capitol Hill.
